Zero Emission Vehicle Infrastructure Program

Launched in 2019, the Zero Emission Vehicle Infrastructure Program (ZEVIP) is a $680 million program that addresses a key barrier to the adoption of zero-emission vehicles (ZEV)—the lack of charging and refueling stations in Canada.

This is administered through three key funding streams:

1. For owners/operators of ZEV infrastructure

Providing funding towards projects focusing on EV charger deployment in public places, on-street, in multi-unit residential buildings, at workplaces, and for vehicle fleets. 

NRCan’s contribution through ZEVIP will be limited to a maximum of 10 million dollars ($10,000,000) per project for owners/operators of ZEV infrastructure. ZEVIP will pay up to 50% of Total Project Costs, up to maximum amounts as shown in the following table:

2. For delivery organizations

Providing funding for smaller EV charging projects through organizations authorized to redistribute a component of the ZEVIP funding.

NRCan’s contribution will be limited to fifty percent (50%) of Total Project Costs up to a maximum of 5 million dollars per project for delivery organizations.

3. For Indigenous organizations

Providing funding to Indigenous organizations and communities for projects focusing on EV charger deployment in public places, on-street, in multi-unit residential buildings, at workplaces, and for vehicle fleets.

NRCan’s contribution will be limited to seventy-five percent (75%) of Total Project Costs up to a maximum of 2 million dollars per project for Indigenous organizations.

For Fleets

CleanBC Go Electric Fleet Charging Program (for both FortisBC and BC Hydro customers)

Charging infrastructure rebates are available to the Go Electric Fleets Program participants for the installation of Level 2 and DC fast charging stations for fleet use. Program will provide financial assistance to customers to design, procure and install charging infrastructure, to be used by the fleet. Applicants must be pre-approved to receive a rebate.

1. Level 2 Charging Stations

This Program component will reimburse purchase and installation costs of eligible, new, Level 2 charging equipment at the rate of 50% of total costs, up to a maximum of $2,000 per station. Rebates will be capped at $25,000 per applicant per year.

2. Direct Current Fast Chargers

Applicants are offered four tiers of rebates for DCFC stations, installed for use by light-duty (LD), medium-duty (MD), and heavy-duty (HD) fleet ZEVs. These rebates range from 50% of project costs up to a maximum of $20,000 per a DCFC 20kW to 49Kw, to 75% of project costs up to a maximum of $115,000 per a DCFC: 200kW or greater.

For Residential & Commercial

FortisBC

1. Power Hours Rewards Program

FortisBC electricity customers who meet the program eligibility requirements can register to get a sign-up incentive of $25.

2. Single-family homes

Single-family homes could get a rebate of up to 50 per cent of the purchase and installation costs of an eligible Level 2 EV charger, to a maximum of $350.

3. CleanBC EV Charger Rebate Program - Multi-unit residential buildings and workplaces

The Home and Workplace EV Charging Program helps BC residents, registered companies, strata councils and others who own or manage buildings to save up to $5,000 on the costs of purchasing and installing an eligible Level 2 charging station for the use of your residents and employees.

4. EV Charger Incentive Program - Multi-unit residential buildings and workplaces

Applicants can apply for a FortisBC-funded contribution of $1,920 per level 2 EV charger, capped at seven chargers per site.

BC Hydro

1. Single family homes

A) EV charger rebate program for single-family homes: Single-family homes, row homes, and duplexes can get a rebate of up to 50% of the purchase and installation costs of an eligible Level 2 EV charger, to a maximum of $350.

BC Hydro is offering top-up funding of up to $250 for single-family home customers who install an eligible smart EV charger.

B) EV Power Management Device for single-family homes: BC Hydro also provides a rebate of $200 for eligible single-family home customers who need to install an EV power management device to avoid electrical service upgrades when installing a Level 2 EV charger at home.

2. Apartment, condo and townhome complexes

A) EV Ready Rebates: You could apply for these rebates together to streamline the EV-related upgrades to your building, or you could apply for them one at a time as your project progresses.

  • EV Ready plan rebate: A rebate covering up to 75% of the costs, to a maximum of $3,000 for the creation of an EV Ready plan – a professional strategy for your building to make at least one parking space per residential unit EV Ready.
  • EV Ready infrastructure rebate: A rebate of up to 50% of costs to install the electrical infrastructure required to implement your EV Ready plan, to a maximum of $600 per parking space, and a project maximum of $120,000.
  • EV charger rebate: A rebate of up to 50% of costs, up to a maximum of $1,400 per charger to purchase and install Level 2 networked EV chargers to implement your building's EV Ready plan, to a maximum of $14,000.

B) Standalone EV charger rebate: Up to $2,000 per charger, up to 50% of costs (regularly up to $14,000) per apartment/condo or townhome complex

C) Workplaces

Workplaces can get a rebate of up to 50% of costs up to a maximum of $2,000 per charger to purchase and install eligible Level 2 networked EV chargers for employee use, to a maximum of $14,000.

D) EV Ready fleet plan rebate

We provide funding to hire a fleet electrification expert to perform a fleet assessment and help identify charging requirements and electrical infrastructure needs.

The offer:

  • Fleets less than 150 vehicles: A rebate of 50% of planning costs (excluding GST) up to a maximum of $10,000.
  • Fleets greater than or equal to 150: A rebate of 50% of planning costs (excluding GST) up to a maximum of $15,000.

E) Electrical infrastructure incentive

Funding is available to pre-approved customers for the cost of installing the electrical infrastructure in accordance with an approved EV Ready fleet plan.

The offer:

  • Up to 50% of infrastructure costs, not including charging equipment.
  • Funding amount is determined based on a review of costs, electrification opportunities, emission savings, and the overall business case.

F) EV fleet pilot project incentive

We provide funding for short-term trials of commercial battery EVs. Funding amounts are based on an evaluation of the scope of work, the projected benefits and value proposition, in addition to the associated costs for the testing. This can include:

  • Short-term, temporary operational testing of a light-, medium- or heavy-duty battery EV.
  • Short-term, temporary deployment of EV charging infrastructure or mobile power solutions to support demonstration projects.
  • Research and testing of charging strategies and/or vehicle performance.
